Even if it'd be cheaper to just buy the card, they can feel the connection they have with the character in gambling in hopes of getting it, sort of like they are "earning" their card. The hope of getting one of their comfort characters is bigger than the despair of the incredibly low odds of that happening, so they keep trying.
Also, the bulk is just more interesting. No one gives a shit about random artifact slop with black guy on the background #93290903290, but anyone opening these boosters probably enjoys moogles or some random minor character enough to not want to throw the cards immediately into the trash
