About Phrolova, i feel like people are missing the plot a lot when it comes to her motivations.
Ever since the meteor hit she's existed for a single purpose, Rover has nothing to do with this.
Yes she was hurt that the first person that understood her and was in a similar situation to her made a promise to stay with her that he didn't keep (i also think they were together for much longer than the story alludes to), but that never changed her agenda/goals in the slightest. She had numerous chances to hurt Rover if she wanted to.
Rover didn't hesitate to cast judgment on her because she was too far gone in her obsession of bringing her village back, and would've never stopped regardless of what he said.
There's also another layer to it.
We spend the whole main quest stopping time with her powers, she also stops Rover and others with her right eye when she removes her bandage. Yet she never removes it once when she was fighting Rover at the end, why? Her flower on Rover withers, why? She doesn't stop Rover's sword mid flight with her powers?
That's because deep down she wanted to die, that's why she taunted Rover at the end, she wanted to be free from her suffering and integrate with the sonoro sphere, this was her main plan all along.
