You can't make a horror game staring Chris or Leon as they are this far into the timeline.
You play as Chris for a section in 8 and he's unstoppable. you can't make a game scary if the character you play as can just roundhouse kick anything he sees.
Imagine RE7 staring Leon? he'd wipe the floor with everything in that game.

You need a fresh protagonist to keep the horror up. this is just subjective truth.
