update on this if anyone cares
this has been a bit of a journey but I managed to use PKSM on my 3DS to do it
it was a pain in the ass for it to read my save files and had to go on a whole other tangent to convert my save files to virtual console 3ds ones (I think it's probably because I'm playing the game in japanese though) but in any case, the program mimicked >>713815553 these parameters and works fine, the IVs are a nice added bonus I suppose

managed to transfer my shiny wigglytuf I got in crystal which is pretty neat and the rest of the team
