Uh not quite. Let me try and explain it as simply as I can.

WH3 is the "base game", with the giant Immortal Empires game map, with its base game races.
WH2 and WH1 are the "old base games", which when purchased, let you play as their respective old base game races.
There are separate DLCs all three games which add new races and factions. All of these can be viewed from the WH3 steam store page.

If you don't want to pay $$$ for DLCs, you can use CreamAPI to acquire them for a 100% discount.
