You may be right that insulting government leaders is anti-social behavior, but in a country with laws against insulting government leaders and institutions they can and are abused to silence legitimate criticism of government policy or the exposing of corrupt practices by the government that are undertaken by loyal citizens who only want their country to succeed and treat its citizens fairly. When these laws get used as a cudgel by party members to avoid embarrassment or to avoid their crimes being exposed people will be too scared to speak out about critical mistakes the government is making. That's why it's so important to take an absolutist approach like in America, where you have every right to be rude to your elected officials in a public forum.
