This seems like a stretch, maybe disingenuous. None of these buildings in Shanghai have actual interiors. The central tower only has a rooftop courtyard.
Also Shanghai was good for BF4, and it was large, but it wasn't anything special. All the empty space inbetween (usually roads) weren't spaces people would ever actually fight or play in, so they essentially weren't used most games. People would almost only fight within the control points and whatever set piece they were apart of. People fight outside the objective in BF6 all the time, like to control certain streets and buildings around Gibraltar Streets, that have nothing to do with the control point set piece but are indirectly part of controlling the objective. You can literally see people playing in the transition area between A-B. That doesn't happen on Shanghai streets.
If you just painted in all the areas on Shanghai that people use (painting out the open areas and roads), you would only be left with the control points.
If you just painted in all the areas on Empire State that people use, you would be comparing to the entirety of the Empire State map. You'd probably be left with a larger playable area as well.
