It depends, I would imagine inside certain areas of cities pokemon of a big enough size are banned because they can very easily cause a lot of damage just by accident.
Both pokemon and humans are constantly looking for any excuse to battle, someone fucking around will very quickly find out. License laws fuck with this.
I think laws about releasing pokemon would exist, invasive species and all that. Pokemon conservation would be extremely big in the pokemon world.
