I guess she could, at least chaotic good/neutral, but she's not a criminal(in the regular sense) but it would be like Viconia/Nalia in BG2, but it's not like she'd come to blows with anyone over chaotic good actions as she'd rather leave and avoid confrontation with a party member. Not that any of that can happen, since this is Skyrim, and not Baldur's Gate..
