Every time they conquered a planet, it was not for the purpose of ruling the native population or extending their own living space. They had no interest in actually keeping the planets themselves, all they did was clear the planets of native populations so they could sell them to people who actually wanted them, once that was done they would just move over to another one to conquer and sell.

When it comes to breeding with other showed no interest in doing so, in fact, Vegeta straight up rejected the idea when Nappa proposed it simply because the hybrids could try to overthrow them. If anything, their attitude towards preservation of their own kind is alarmingly awful. Vegeta dismissed the idea of reviving Raditz because he considered him useless, he killed Nappa because Goku crippled him, he was perfectly willing to kill Goku and Gohan for being "traitors" even though he (thought) he would be the last Saiyan in that case and his reaction to his homeworld being destroyed amounted to disappointment that he wouldn't get a coronation in that case. He even declared to Dodoria that he didn't care that his planet was destroyed by Freeza. And it's not really just Vegeta either outside of the manga, both versions of Paragus is fine with reducing the number of remaining Saiyans and don't care that most of them died already, the original version was even cool with letting Broly die, who in turn also didn't care about preserving the Saiyans. Even after Vegeta mellowed out and got together with Bulma, it's not like he and Goku got their respective Harems. Vegeta after 20 years with Bulma had two kids while Goku after an even longer time with Chi-Chi only has two kids and one grandchild, it's not like these guys pump out anywhere near the maximum amount of kids here.
