It's very clear the team at TN knows they can't do an NG like the old ones, why else would they outsource two games in the series while going right back to making another Nioh? They put Hayabusa secret bosses in their games and NG-like moves/weapons because they know what brought them there, but after NG3 they also know that games like Black & 2 are not in them anymore. 2 Black is basically them saying "yeah Sigma 2 isn't very good but we lost the original so here's a version of S2 that's worth playing" and it's basically just a bandaid.

This game is really great even when you can feel the game rubbing up against the budget every few minutes (cutscene animation, Jack being considered on the ground while in midair at random, some very simple bosses with phases of i-frames to prevent them from being focused down too fast, skill tree paced in such a way to require replays to fill it out). If that team at Soleil had the resources TN & MS are affording Platinum they'd probably make a great NG. Shame it's delisted, but I suppose it'll live on through word of mouth and physical copies in the wild (+ piracy) like Devastation.
