Because despite all the crossovers, the game's still called *Sonic* Racing so the Sonic characters get top priority.
There's going to be a lot of post launch characters coming, so we'll likely get most of the racers from Transformed soon enough anyway aside from maybe football manager and the RTS characters, especially since stuff like Jet Set Radio, VF, and Shinobi are all getting new games and Sega will want to promote them more.
