Holy shit nigger what are you doing there is students that are plain better than others in you mostly want to level a handful its recomended to have a good dps of each damage type i cant reallly say what you should prioritize since i dont know what you have but all the bluefes units are extremely strong, tsubaki is a great low investment tank and you can get away with not leveling specials if all you want from them is a buff since those dont scale from stats
