Well beyond gooning it would make sense that Rouge would appreciate Tails' intelligence and tinkering and use his gadget for heists and escapades like breaking through security systems. Tails would probably work with Rouge in scenarios where he wants a rare artifact or crystal and is willing to use less wholesome methods to get them. Also the experienced and older femme fatale x younger, more naïve gearhead is a fun trope to play with.
