They do follow a naming scheme its just that its very vague, and for people from the regions like for example europe it would be more obvious to see that goulash in mondstadt would be a little far fetched. Also alot of the time names are used as references to folklore characters or real people that have something to do with the region. Personally I dont mind, I like the lore and I think its interesting how they incoroparate different folklore into worldquests and stuff.
