I mean, if you like Neru, go for her I guess. I'm biased because I don't like her but since she's anni, I bet she's still good. It's just that as damage dealer she will be good at most in 1/3 of raids because of damage type, while Rio could work in most. But then support slots are really competitive so it depends on your strat and availability of frontline supports. Most team compositions for raids consist of hyper carry, tank and bunch of supports. Rio can allow your hypercarry to use her nuke twice in a row within duration of buffs which is potentially extremely strong. But you need buffs in the first place to make it work. You have only 2 support slots and they are often occupied by 2 of following students
>Himari - huge Atk buff and faster skill cost recovery
>Ako - huge crits buff
>Kisaki - huge EX skill damage buff and faster skill cost recovery
>S!Shiroko - def debuff, one time lowered skill costs for all students and faster skill cost recovery
>NY!Fuuka - crit buff and halves cost of student's EX cost which allows for example Mika squeeze 2 nukes within buffs duration
You can free up some slots by using supports on te frontline, like for example
>camp Hare gives Atk so replaces Himari
>dress Aru buffs crits so replaces Ako
>dress Ako buffs crits in AoE at bigger cost so sometimes can replace support Ako
>Ui halves cost of student for 2 EX uses so replaces Fuuka
As for momos, I don't know, I don't spoil myself. I can only tell you about her story, but that would be spoiling so not sure if you want it. General idea is that she's stubborn sperg who can't into social interactions, wanted to do good but turns out goals don't always justify means so she fucks up and disappears to later on try to redeem herself. I love her because I fucked up the same way, feel her and want to cheer her up
