Thats an apex detachment retard, you get one of those in your whole army by taking a high command choice.

Taking that means missing out on the other Apex detachments. If you take conclave it becomes impossible for word bearers to ever field more than a single retinue choice which you would need to select via logistical advantage from your command or troop prime in the primary.

Its also like, just worse than taking the core rulebook elite apex detachment.
