Sounds like you're better off taking a hands off approach and telling users that any mods they install are installed at their own risk. Otherwise I would suggest getting to know C and programming in general a lot more intimately than your current knowledge level. I would start with this book, it covers things like security and fundamentals that you need to know to accomplish the kind of security that you mention.
