Literally just build a hole in the ground somewhere that gets a shitton of rain and build pipes so that water from there gets to where there is no water currently. Don't you guys build reservoirs in Scotland and Wales and those places that are green because they get the moisture from the Gulf Stream raining down on them from the mountain rain shadow effect?
