I agree Ruby would have a meltdown, but neither he or Sapphire actually consider the law as a basis for morality (lawful good). Part of their theme as "society's outliers" is how they're both fine with breaking laws, the difference is that Sapphire has her own strict inner morality that she holds higher than the law (chaotic good) while Ruby lacks a backup morality of his own (chaotic neutral/true neutral). So if Sapphire broke the law, Ruby would just believe the law was wrong and that Sapphire was misunderstood/framed, no matter what you tell him.
And since unlike Sapphire, Ruby actually fears death (which may relate to his "atheism" thus lack of belief in an afterlife), he will only commit sudoku if Sapphire died first (source: him deciding to double suicide with her in ORAS).
So if Sapphire went to jail, I think Ruby would just break her out then start a new life on the run together.
