I threw the first 34 ones on Carlotta which I really wanted, the rest I justified by just spending the actual Radiant Tides I've acquired while holding on to Astrite. I'm still hoarding and don't want to roll more unless I might need it to make Lupa somewhat useful since I have no characters. Plus I do like Lupa, it's just that she sounds more like a support character from what little I've read, and I don't have a team for her to support.
