It's just Tom Waltz. He's a fucking idiot who tries too hard to mash together too many philosophies because he really, really wants to tell redemption stories, while also retelling exaggerated versions of existing stories, while simultaneously being gritty and serious, but also kid-friendly and PG.

Shredder torments the turtles over lifetimes, and it's a grievous, traumatic experience that fractures their whole family that they haven't recovered from years on. He even gets redeemed and treated like he wasn't ever truly that bad... And then there's Bishop, who does the same shit to the turtles, including turning their friend like a weapon to use against them (same shit Shredder did with Leo), but he's doing it in the name of protecting the planet from hostile aliens and mutants (both of which exist and proceed to cause many, many huge threats to the Earth), but when he gets stomped to death, not a single person cares. He doesn't even go to the afterlife or given a second thought.
