The DMM version uses the the folder name umamusume while the steam global version uses Umamusume (case sensitive). All you have to do is empty the cygames folder (by moving everything out) and then run
>fsutil.exe file setCaseSensitiveInfo {path to your \locallow\Cygames} enable
on powershell as administrator, move things back in with the names previously mentioned and you're done
