Shizuka being a victim of bullying, who loves her pet dog, does not make Shizuka a good person. Weak people who have no power to hurt others, and therefore do not hurt others, are not automatically good people, just because they haven't done any harm.
She seems to be, basically, a bad person, but never had a chance to demonstrate it due to being so weak. As soon as she gets a tiny bit of power, we see another side of her, which is this evil side. Apparently, being so mistreated by others didn't teach her to have empathy.
It's a huge and common misunderstanding (these days?) that victim = good person. But anyone -- good, bad, and somewhere in between -- can be a victim of other's cruelty. What matters is how a person conducts themselves and the choices they make when they're the ones in control.
