I think that's only true because of the NSK's actions to limit sumo's growth. Look at the social media ban, or the new heya channel restrictions despite how the channels have done considerable work towards generating new sumo fans. Look at how rikishi aren't allowed to appear in commercials anymore without explicit NSK approval because of some weird vendetta in the 90s.
In today's world, many people follow sports and buy things just because they like individual athletes. I think the Association could easily afford to pay minimum wage to toriteki in a world where all those sorts of avenues are decently explored.
