It's less he's 'friends with everyone' and more he just he isn't just a mindless thug or malicious person. He's got no illusions about who he is and has problem killing enemies and people who are threats to himself and people he's protecting (Kain and Marie) but other than that he's content to be perfectly cordial and has his own strong moral code regarding innocent people. Only person he actively shows interest in hurting/killing is Rock due to Rock's indecisiveness and being curious how strong Terry's student is but keeps his hands off on Kain's orders. The real problem is the story just doesn't give him anyone to really be ruthless towards besides NPC's and the one person he should have friction with he's explicitly been ordered to leave be. Which could have easily been remedied with having someone like Yamazaki and Freeman in but you know...
