Valve started tinkering with adding a comp mode in 2014, so before that they were just doing standard updates and started opening the gates to community-driven updates (Robotic Boogaloo in 2013 and EOTL)
So by the looks of it they would've just kept doing regular updates, like how they planned for a Spy vs. Engi update but scrapped it for Gun Mettle aka TF:GO
