Your Gigabyte card has a shit stock fan curve if it's turning off and on during video playback loads.

There's only a 5W power draw difference between the 5060Ti & 9060 XT 16GB variants while playing videos.
That extra 5W shouldn't be causing the video card's fans to turn on and off.
