As for why he doesn't make more musical ambient for his metal albums, I couldn't tell you, well, I can guess, and my guess is that he like the relaxing ambient to be a foil to the chaotic and abrasive black metal. There are emotions he wishes to communicate, and I suppose that ambient is how he feels it best to do. I don't have a total problem with the sections in of themselves, but I do mostly feel like he rushes into and out of them without proper transitions, and they tend to stick around too long with development being too slow. DsO in Fas are infinitely worse for that problem of transitions.
The problem with ambient mixing with more focused non-ambient music is that they have different goals, one isn't meant to be paid attention to, and the other is - and no one wants to have to whiplash between those two states. Ambient especially is something you are meant to sink into and day dream, which you won't get a great deal of time to do with smaller sections. Maybe some might argue that they give you breathing room to really soak in the atmosphere of the music, but I don't find that to be true.

The other poster explained it, but IDM percussion is really the antithesis to metronome style perscussion like you hear in metal, its incredibly rhythmically complex and often plays very less interest in that typical role of emphasizing a beat. There may be a bassy steady beat underneath, but the high hats and such will be really just doing whatever they like.
