Rover always pull through when it matters. He is cool not because he does things alone but because he doesn't take the easy path, like him refusing to kill both carthetyia/fleurdelys, denying shorekeeper sacrifice, or, after phrolova gives him the idea of killing lupa and when she hears about it and says if time comes she wanted him to kill her he immediately shuts down the idea and says her not to accept the easy way out. That only applies to the people who don't take the lives of others though, wanting to save all lives at all costs will sometime mean taking a life that would actively take many others if left wandering.
