Calcs aren't everything. Phrolova's especially because her damage profile is very different from usual main dps due to how her ult works. The fact is, Phrolova teams perform well but aren't top tier. Tier 1 suits her well, she's at similar level to other T1 characters. Remember, this is with standard weapons. Everyone who is above Phrolova would perform a bit better than her in equivalent situation. That's not a bad thing, it's a good thing, it means she's one of many viable characters. Yes, if after you do the slam and you're going to get hit (generally for overly aggressive enemies that you can't just wait out or stay far enough), you quickswap. S1 is a lot easier, but roccia has a lot of mobility in the air (as long as you don't touch the ground the state continues, even gliding/flying), AoE range so you don't need to stay glued on the enemy, and you recover the dodge while floating after each slam (that you can use multiple times in a sequence as you don't misdodge something).
