The same out of context pro-religion cope from 2nd ed. has been posted many times as false "proof" of the Imperium being religious at first, but later retconned by muh bad BL writers.
In reality religion was always something backwards and another example of the decadence of the Imperium. As 2nd ed. plainly states elsewhere.
It cannot be any other way, becayuse this setting is a direct decendant of Gibbon's Fall of the Roman Empire, Asimov's Foundation, and Herbert's Dune.
