The funding was for the demo
The demo was completed in May 2024
The contract states further funding would only happen upon completion of the game development plan which QS is not letting get through due to some now vague bullshit about changes for market needs
The game had already basically been on hold since the demo was done last year which they even resubmitted after QS asked for changes last year too

QS are going on about AAA game profitability and diversifying into low budget titles now, theyee trying to force some greedy monetisation gimmick into JEWEL
JPG submitted everything that was requested
QS are the ones making frivolous demands now

Also looks like Gemina Games is progressing since these dev images are from 8 months ago which is months after the JEWEL demo was submited too, so JPG is working on multiple games atm
