I'd say this and Saber being full of themselves are the biggest culprits in everything they do with this game. It feels like they just come up with a good idea because on paper it looks good, but soon after they let it rot instead of putting resources into further improving each feature/mode.
They've become so stagnant when it comes to releasing any new cosmetics via events as well. Forgetting for a moment about PROS, it's painful to watch how they waste every possible opportunity to expand the armory.
They don't do that probably due to already bloated 'paper doll' miracle they programmed into SM2. Which is a whole different can of worms, but yet another example of not planning ahead. How do you make a game about customizing a character but make a system that discourages opening more options of said customization.

And the bugs, every single patch introduces more bullshit problems than actual features or QoL. Truly a joke of a year. I can only hope they will actually do something with editing armor, as they claimed they would. It won't be a major game changer but a step in the right direction.
