Don't do flour, flour eventually rots and goes mouldy. My suggestion is to dig around for recipes until you see something that looks fun. I mix my own pastes from a few products and will probably never have to buy any more for quite some time. Gives you good durability that holds up to aggressive drybrushing, and is bright enough in colour to only need a coat of greyseer for you to get it fairly opaque and ready for paints. Some people like the mixed sands and pva, but I find it kinda hard to lock it down long time unless you varnish over the top or go over it with pva, but then you'd need to matte it out with varnish cause pva is somewhat glossy. You can also look towards prepared basing pastes, AK makes some good ones for an alright price as does liquitex under the product name "resin sand". If you're adding rocks I suggest using something you can either always get more of like treebark, or can buy in a large enough amount to last you forever like raw cork, or coarse uncoated fish tank gravel.
