My guess would be, why bother equipping an inferior half-Astartes with the same weapons, armor, logistics, and transport, when you are producing enough mainline Astartes as-is? That equipment is designed with full-capability Marines in spec. If a platoon of Guardsmen isn't up to the job, then anything less than a squad of an Astartes is likely to fall short as well. You might as well allocate those resources to supporting troops that can keep up with Astartes, which are only other Astartes.

Far and away the easiest detachment to play how you're describing. It benefits squads with leading characters, and you can build around more elite units if you choose to. You can do very well here with Wraiths, and Skorpekh or Lokhust destroyer squads.

Focused on all Canoptek units, as well as units you lead with crypteks

Focused on other elite infantry like Triarch Praetorians and Lychguard, as well as Immortals and Warriors if you put an Overlord with them. This detachment is considerably less meta (ie. worse) than the two above.

Starshatter Arsenal and Hypercrypt Legion can both be the more vehicle focused detachments if you want to build them that way. Skip Annihilation Legion, it's trash. If you want to play destroyer units, Awakened Dynasty is better in every way.

Don't do flour, flour eventually rots and goes mouldy. My suggestion is to dig around for recipes until you see something that looks fun. I mix my own pastes from a few products and will probably never have to buy any more for quite some time. Gives you good durability that holds up to aggressive drybrushing, and is bright enough in colour to only need a coat of greyseer for you to get it fairly opaque and ready for paints. Some people like the mixed sands and pva, but I find it kinda hard to lock it down long time unless you varnish over the top or go over it with pva, but then you'd need to matte it out with varnish cause pva is somewhat glossy. You can also look towards prepared basing pastes, AK makes some good ones for an alright price as does liquitex under the product name "resin sand". If you're adding rocks I suggest using something you can either always get more of like treebark, or can buy in a large enough amount to last you forever like raw cork, or coarse uncoated fish tank gravel.

Yeah, I think it's mostly going to be about the other games (Chorfs/Dogs of War) and the only 40K stuff we're going to see is the new Kill Team and all the Space Marine stuff. At best. I was playing Troy total war and realised that the griffons are the origin myth for the modern dragon myth. As they live in caves in mountains and hoard gold, prey and eat cattle and sometimes men and of course fly . They also get their gold stolen by a tribe of one eyed people called the Arimaspi.
Now 40k is fantasy in space partly so we should actually have griffons instead of dragons. And Griffons are pretty standard chaos creatures being a mix of different animals.
So a true 40k Dragon should be a large fire breathing griffon, with an ensalved one eyed people serving them. Traditional fantasy dragons simply don't fit 40k

Chaos Daemon and Chaos God fluff is pretty bad, underexplored and at the same time can no longer be feasibly relying on "It Is A Mystery!" since individual named daemons have been given extensive statlines as well as (largely underwhelming) backstories, so you can't exactly play up the whole From Beyond shtick either.
By association, this makes Chaos mortals look pretty silly. They can have cool stories and they do have cool models, but it is soiled by the fact that their very object of worship is a massive nothingburger or vague mess and failed attempts at paracausal/non-linear fiction.
Not to say that it is all bad, some FFG stuff and old Realms of Chaos books are solid, but 40k Daemons are also severely lacking identity. You can always pull the "well 40k and FB daemons are one and the same!" but no, daemons are overwhelmingly Fantasy coded (as they have been historically backported). Which makes for a poor image because FB is far more anthropocentric and far more suitable for them thematically, too. Which is why people asking for Chaos Xenos are misguided as it largely results in making those xenos more humanlike.
It all needs basically a complete revamp that will never happen.
