It is. Thank heavens for all the /g/entlemen pushing for decent quality at least on the technical distribution/watching side of things. You'd never be able to see anything in the bitstarved streams that Japanese have to live with. But it's super cheap, at least.
Also, Sakugablog was really good for this kind of thing but they ran out of steam and miss the mark for me nowadays. Nowadays they write articles that are a bit too long and more importantly, don't convey all that much actual information.
Look into their articles from around the time of Shirobako and Trigger's young animator project (LWA OVA)
