In fact, there's another theory about Ralsei that would fit there: that Ralsei is the Horn Headband, but he's not physically present ever, instead projecting himself from the source of the Dark underground.
That'd explain why he's always fine with being in every Dark World and how he gets to them all the time. He's coming from the Fountain itself every time. Also explains why he becomes a pile of fluff when down, he becomes unable to maintain his shape/connection.
