Theoretically, anyone with enough technical and mechanical knowledge could reprogram a drone by themselves, host or not.

As for decision-making, most of the Outpost 3 WDs, including Uzi, and the DDs seem to exhibit a fair degree of autonomy and decision making. Even if rigid.

Giving a factory fresh WD full-autonomy instead of binding it to its primary program...well...anything could happen imo. It might wander off, it might decide to learn moore by necessity until it hits a LARP stage like the Copper-9 drones. Or it might just carry on with its preallocated purpose. I don't really know.
