Honestly this is really only applicable for units from the first two years like SS Blue or Anniversary N. And as long as they're not a poor seasonal or some other non-fair unit then they're still open for retroactive buffs.

Any unit who has a lot of debuffs, field control, and other strong utilities packed in to its kit can have nigh-permanent value, especially if it fills a needed niche for at least one of the 18 types.
