Goku didn't eat a senzu before Cell Jrs attacked, Cell spells out Goku is too weak, and talks like Vegeta and Trunks are putting up a better fight than him.

Goku did get stronger after 7 years of training, and Vegeta says his SS2 is stronger than Gohan's, while Piccolo says "about as strong as Gohan back then... No, even stronger!", so the difference is noticeable, but not too big.

IIRC he said that about post Cell saga Goku... Newer transformations are how he kept up with Buu.
