at the end, after tweaking task scheduler, there used to be a part about going to registry and revoking write privileges for windows update (and everyone else) but now it's replaced by SCM
is that the mysterious process that was reverting changes and both guides basically do the same thing? the registry bit didn't specify what was undoing things
i feel like blocking registry for Windows update is more foolproof
