I mean, Logan's actual problem was keeping what he knew to himself. He wasn't subjugating the people for no reason, he knew the darkness was coming and was doing his best to prepare for it but believed telling everyone an evil demon invasion was OTW would incite panic and mass unrest.
That's why you basically become exactly like logan is you choose only pragmatic choices. It kinda bites itself in the ass with its meaning because it's very easy to mangle the "good ending". Like you could choose all the nice options and then pay for all the projects out of your own pocket meanwhile all that money is coming straight from you being the most evil landlord alive.
