It's different than the other guard dogs. The other dogs are all mostly defensive in nature. The gas dog flies around crowd controlling everything. The gun dog has aimhax and will headshot things until it runs out of bullets. The laser dog is like a worse gundog but with infinite ammo. In contrast, the arcdog is more of an offensive guard dog. Functionally it is comparable to an incompetent retard following you around with an arc thrower. You need to take care of defending yourself because it is a bit too slow and unwieldy to protect you things things that teleport behind you. It would be better to have someone competent behind that arc thrower, BUT IT'S STILL AN ARC THROWER. Even with an idiot behind the wheel, that's a good chunk of damage going down range from a fully fledged support weapon.
The main concern is the teamkill risk. If everyone is running arc armor, then arcdogs can be unleashed with wild abandon. However in practice you need to take care to keep the arcdog on a tight leash. You can press 5 to recall the dog and have it land on your backpack. You should do this to remove the friendly fire risk when fighting around teammates. However if you are clearing an objective solo or can position yourself so that your teammates are safely behind you, then you can let the dog off it its leash.
I think that it's a viable choice for your backpack slot vs bugs and squids. It just requires either careful tard wrangling on your part, or a premade team running arc armor.
