Yes. *That's the point*. It's to show what would happen if Clark simply stopped giving a shit and utterly FUCKED the world would be if that ever came to pass. For fucks sake, they brought in "regular" Superman from yet another alt universe to save the day at the end, as if to say "See how different these guys are? How easy it was for evil!Clark to do what he did? IT CAN HAPPEN TO YOU!"
We need to see these characters in an ugly light every so often to remind ourselves that there's no such thing as infalliblilty. Everyone has that evil in them, at all times. The trick is not letting it call the shots
