Ontop of WC3 being mostly taking place in Lordaeron and Kalimdor whereas everything prior was central/lower EK where they were more populated.
Dwarfs got around in a bunch of places but the Gnomes pretty much just had closer ties to Ironforge and Stormwind.
I did see it said that the Gyrocopter pilots were supposed to be Gnomes because they had higher voices and such, but like... No, that's pretty fuckin' clearly a Dwarf. Plus he has an accent.
