There's surprisingly a reason for this and it has to do with blue archive being a partnership project between Nexon and Yostar.
Nexon is the developer while Yostar is the publisher.
The anime was handled almost entirely by Yostar via money out of their own pocket.

I'll cut straight to the point: the anime was made on a shoestring budget because yostar has been working on their own blue archive competitor without informing nexon.
Later that year, after the anime flopped, yostar revealed pic related.
No point in budgeting for an expensive anime for something you only partially own, versus budgeting for something you own 100% as developer and publisher.

Once you understand this, everything starts to make sense. Especially when you look at Yostar's troubled history with other game developers.
Manjuu (Azur Lane devs) decided not to continue partnering with Yostar for their new game (Azur Promilia)
Same with Hypergraph (Arknights devs); decided not to partner with Yostar for their new game (Endfield)
And now same with Nexon, who decided not to partner with Yostar for their upcoming game (Project RX)
