1) nexon's name was as good as dirt over there. In Japan, nexon's name carried a similar bad reputation as it did in the west after almost 20 years of trying and failing to get a foothold in the JP market. Having nexon's name plastered everywhere would've killed it in the beginning
2) Nexon lacked experience with marketing bishoujo-styled games. For this kind of of stuff you need not just the game, but all the collaboration deals, character goods, etc., stuff they just don't have the logistics nor experience in.
Contrast that with Yostar, who (at the time, around 2018-2020) carried much more positive brand-name recognition, being associated with Mahjong Soul, Azur Lane, and Arknights.
Unlike Nexon, Yostar managed to get their foot firmly into the JP market.
And clearly they were willing to work with nexon, probably unlike other JP publishers who are viciously protective and in favor of domestic games, versus yostar who was willing to work with a foreign company
(probably helps that yostar is foreign themselves- they may be headquartered in Japan, but the CEO is originally from Shanghai, if I'm remembering right, and yostar's entire catalogue is almost if not entirely gacha games made outside Japan)
