That's false. That's just a downgrade of the propaganda of Russia wanting all of Ukraine but failing. Russia started drafting a peace deal as soon as they linked up with the separatists but Ukraine refused.
Almost the entire war by now is Ukraine trying to attack the Russian lines in hopes of delegitimizing the separatism which failed miserably and only led to Ukraine being further chewed by the attrition.
