I may be a little bit of a brainlet, but does the hostory just take a noswdive after act 2? Could someone explain the whole *twist and the story starting after act 2? Cant make sense of it

How come games like Cyberpunk 2077 and GTA V Enhanced Edition can run on high 60+ fps but this peace of shit struggles to hit 30 fps on low?
